Does a letter like this actually help?

It helps because insurers work from the file. A dated written request that names the documents you want is much harder to lose than a phone call, and it creates a record if the claim later goes to a complaint or to appraisal.

Is the weather paragraph accurate?

It cites the NOAA radar record we hold for that date and says plainly that it is a radar estimate near your area, not a measurement at your address. Overclaiming would hurt you, not help.

Should I send it by post or email?

Whichever you can prove. Email to the published claims address and keep the sent item, or post with tracking. Keep a copy of everything.

Do you keep a copy of my letter?

No. It is assembled in your browser and never sent to us.
